Shit. There's a cave near the north side of the embassy, called Reeking Cave. There's no marker for it, so it can be a little hard to find, but the stone is in there. The cave you escape from has the gem now; it was moved so you don't have to get into the embassy to get it.

I know that the stone in the original Skyrim is in reeking cave next to the dead conjurer and the one in special edition is in the bedroom in the solar place or whatever.
